Who is responsible for punch lists?

According to the General Conditions (AIA A201 Section 9.8. 2), the Contractor prepares and submits to the architect a comprehensive list of items to be completed or corrected. This punch list is best completed using photos to provide and record visual identification of both the outstanding item to be corrected and the completed item after correction to show proof that the punch list items are resolved.
